Billy C. "Bill" Looney of Sherwood, AR, passed away Sunday, August 18, 2019, surrounded by family at CHI St. Vincent in Little Rock. The oldest of six siblings, Bill was born in Humnoke, AR, to Warner and Geritha "Dink" Looney on December 3, 1942.

Attending school in Humnoke, Bill enlisted in the U.S. Navy, proudly receiving an honorable discharge following four years of service. Bill then worked for four years at Riceland Foods in Stuttgart, followed by one year of Chicopee Co. in North Little Rock prior to joining the North Little Rock Water Department in 1967 as a meter reader. After a year at that post, he moved to collections and customer service work until 1978 when he transferred to pump maintenance. Bill remained with NLR Water through their merger in 2001 with Little Rock Municipal Water Works to form Central Arkansas Water. He was the recipient of an "Appreciation for Leadership award in forming a Merger of Excellence". As a licensed Water Treatment Operator, Bill received appreciation awards for his contribution to the 1991 Southwest Section AWWA Annual Drinking Water Taste Contest and the 1992 drinking water taste contest at the Central District of Arkansas Water Works and Pollution Control Association. Bill also served as Chair of the Central District of Arkansas Water Works and Water Environment Association from January 1, 1997 to December 31, 1998. In the year 2000, Bill received both the Arkansas Water Works and Water Environment Association and Central District Arkansas Water Works and Water Environment "Outstanding Achievenment Award" for utilities serving more than a population of 5,000. At the time of his retirement in December of 2003, Bill was the Maintenance Manager for Central Arkansas Water.

Bill married his devoted wife, Patsy Rye on September 2, 1966. They were blessed with almost fifty-three years together. Though they did not have children, they were the best uncle and aunt to nineteen nieces and nephews and twenty-six great-nieces and nephews! They displayed continuous support for each and every one of them, attending countless ball games, recitals, and performances. Each knew the love of Aunt Patsy and the aggravation of Uncle Bill! Always having a quick wit and not a shy bone in his body, Bill always livened up any group. An avid Razorback fan, no one was more serious about the games! The world will never be the same without our beloved Bill Looney!

Bill was a dedicated Christian having served as Deacon and Sunday School class teacher for many years at Berean Baptist Church in North Little Rock. With the heart of a servant, no task was too great or too small.

Bill was preceded in death by his parents, Warner and "Dink" Looney, as well as one sister, Joan Looney Crawford. Left to cherish his memory are his wife, Patsy; his brother, Jesse (Frances) Looney of DeWitt, AR; Sharon (Gary) Cauley of England, AR; Susan (Harvey) Wiles of Carlisle, AR; and Gary (Joy) Looney of Bald Knob, AR; along with many other beloved family members.

The family would like the thank the CCU staff at CHI St. Vincent, as well as, Dr. Sayyadul M. Siddiqui. Dr. Thomas Wallace, and Dr. Prajwal Chevireddy for your dedicated care.

A funeral service will be held on Wednesday, August 21, 2019 at 10:00 AM at Berean Baptist Church, 5512 Pike Avenue in North Little Rock, Arkansas 72118 with burial to follow at Griffin-Leggett Rest Hills Memorial Park, 7724 Landers Road, North Little Rock, AR 72117. A visitation will be held on Tuesday, August 20, 2019 from 6:00 to 7:30 PM at Berean Baptist Church.

There is so much I could say about Bill because I have so many memories of him and Patsy and all the times we spent together. But the most important thing I can say he is my brother in Christ, and as we all know he had a wonderful sense of humor. I am sure he probably has everyone in heaven laughing right now. I like to picture him and Larry (my late husband) having a glorious time, and of course talking about their beloved razorbacks. Glenda Golden has probably made them a heavenly dessert and they are probably hiding in the corner so no one else can have the dessert. Heaven is getting sweeter every day. Can't wait to see Bill again, and my sweet husband, and Glenda. May God give sweet peace and comfort to Patsy and all of Bill's family. So blessed to have all of them as friends.

So sorry we couldn't be at the funeral. We are traveling to California for my brother's memorial service. I thoroughly enjoyed Bill's great (weird) sense of humor. His laughter will be missed.

Bill was a Godly man. I have vivid memories of him driving the old green Berean church bus along with his friend Jerry Golden. They were committed to getting the young and the old to church. I didn't get to see him often, but when I did he would smile, give me a big hug, and tell me he loved me. He wept with me when my dad died. I will never forget him, and can't wait to see his smile and hear his voice again.
