Jo-Ellen Breedlove (Waters), age 73, passed away Thursday, February 6, 2020. She was born August 6, 1946 at the Old Baptist Hospital in Little Rock. She graduated from Hall High School (Little Rock) in 1964.
She was a life-long member of Parkway Place Baptist Church (formerly Baptist Tabernacle) where she sang in the choir, taught 3-year-old Sunday School, served in the nursery, and ministered to church members through First Response. She was the Co-Owner/Manager of Breedlove's Flowers and Gifts from 1973 to 2002, a business she also considered a ministry. Most customers knew her home phone number and she encouraged them to call her when they needed her. She was also a member of the Arkansas Florist Association, serving as president in 1996.
After retirement she served on the Baptist Health Auxiliary helping with sales and delivering holiday cards to patients who couldn't go home for the holidays. Jo-Ellen was known for her knitting, calling the home-bound from her church with words of love and encouragement, and messaging her family daily that she loved them and was praying for them.
She is survived by her high school sweetheart and husband of 54 years, Jack; her mother, Claudine Waters of Little Rock; her children, Jenni (Jim) Dilday of Little Rock; Jana Hall of Denison, TX; and Ken (Stephanie) Breedlove of Beebe; 9 grandchildren; 5 great-grandchildren, and a host of family and friends she loved as family. She is predeceased by her father, George Kenneth Waters.
Visitation with the family will be Monday, February 10, 5-7 pm at Roller Chenal Funeral Home, 13801 Chenal Parkway, Little Rock. A private graveside service will be held at Pinecrest Memorial Park at 10 am, Tuesday, February 11. A celebration of her life will be at 11:30, Tuesday, February 11, at Parkway Place Baptist Church, 300 Parkway Place Drive, Little Rock.

I just saw Mrs. Breedloves obit when searching for a florist. She was such a sweet lady. She taught me how to choose the perfect floral arrangement. For any occasion. Buying flowers has never been the same since her store by my house closed. She also was very gracious when I needed a place for my daughter after school, she hired her to help a couple hours each afternoon. So grateful for such a sweet woman! All my sympathy and prayers for the family.

I knew Mrs. Breedlove when she had her
florist shop on West Markham. She was a lovely lady and quite capable. She prepared some unusual arrangements for young friends who
were inpatients at Childrens for me. I trusted her! It was so nice to know that if you ordered
flowers from her for an ill friend or for a
Funeral that the flowers would actually be sent!
I have often missed her services! Have not
found a local florist so trustworthy!

Jo-Ellen worked closely with my mother, Mary Wilson, catering wedding receptions, birthdays and anniversaries! Mother spoke very highly of her and enjoyed working with her! They shared a lot of laughs together!

J o will be missed in my neighborhood! I will miss her upbeat personality! She has been a trusted neighbor and friend for over 50 years. Our children played together as young children and are still friends in adulthood. RIP Jo Ellen and my heart goes out to all of her family.

I will always remember Jo as that sweet, fun-loving gal on the Hall Warriors Band buses, en route to football games or the Cotton Carnival parade where we all marched down Main Street in Memphis each spring. Her easy smile made her everyone's favorite as she played her flute in parades and at band concerts. In later years, I was proud of the excellent floral business she and Jack ran on West Markham all those years. So glad we stayed friends after my '95 move to East Tennessee. I was devastated to learn of her loss. My sincere thoughts now lie with Jack, my old trumpet-blowing pal from the Warrior Band brass section!
