James "Jim" C. Clark, 84 of North Little Rock, passed away Friday, June 7, 2019, after a lengthy illness. He was born to the late Johnnie and Euna Clark, February 7, 1935, in Floyd Arkansas. Jim graduated from North Little Rock High School in 1952, after graduation he relocated to California with his family. He joined the U.S. Army from 1957-1958 and the National Guard from 1958-1964. Jim worked in law enforcement for 30 years beginning May of 1959 as a police patrolman and rising to Sergeant in 1963 and Captain in 1969 then retiring as Police Chief of Arroyo Grande from years 1972 until 1989. In 1973 to meet the needs of a growing community, Jim had the Arroyo Grande police facility built and later expanded and updated in 1989. On June 23, 1989, the Council dedicated and named the building the "James C. Clark Justice Center". Jim and Nancy were present for a rededication of the building on June 13, 2015. After retiring in 1989, from Arroyo Grande Police Department, Jim went to work as the coordinator for the CAL-ID Program in San Luis Obispo, California where his managerial expertise developed and created the funding source for the countrywide operation of CAL-ID program, the first automated fingerprint identification system. Jim was affiliated with the California Police Chief Association, P.B. Kiwanis (Oceano Elks Charter Member), Arroyo Grande Masonic Lodge, San Luis Obispo Administrators, San Luis Obispo Sheriff's Office 1989-2000.

He was preceded in death by his parents; first wife, Betty and great-granddaughter, Rachel Rutherford. Jim is survived by his loving wife of 16 years, Nancy; children, Craig Clark (Penny) of Arroyo Grande, California , Chris Clark (Jo) of Sacramento, California, Randy Rutherford (Robbie) of Benton, Arkansas, R. Alan Rutherford (Janice) of Colleyville, Texas, R. Todd Rutherford (Nula) of Little Rock, Arkansas and Renee Rutherford Nettles (Cary) of Benton, Arkansas; 13 grandchildren; 4 great-grandchildren; brothers, Paul Clark ( Barbara) of Cabot, Arkansas and Gerald Clark (Michelle) of Jacksonville, Arkansas.

The family will receive friends immediately preceding the service from 1:00-2:00 p.m. Memorial service will be held Thursday, June 13th at 2:00 p.m. at First Assembly Church of North Little Rock, 4500 Burrow Drive, North Little Rock, Arkansas 72116. Burial will be at 9:30 a.m., Saturday, June 22, 2019 in Arroyo Grande, California.

Nancy Darlene and I are so sorry to hear about Jim’s passing.We always enjoyed being with you and Jim when we went on the church trips, senior luncheon and any time we were together. Jim had such a nice and easy-going personality everyone enjoyed being in his Company. Our prayers are with you and the family. If there is anything Darlene and I can do just let us know.
