He was a retired area development agent with Arkansas Cooperative Extension Service where he worked for 29 years. For 22 of those years, he was assigned to work in northcentral
He was involved in the organization and operation of the Arkansaw Traveller Folk and Dinner Theatre at Hardy. His experiences included more than three decades in the tourism industry. Since 1991, he worked for The Media Market Inc., primarily in different aspects of tourism.
During his tenure as a faculty member of the university, he, working with volunteer leaders, was instrumental in organizing many groups, most of which have survived for more than a quarter of a century. These include the Ozark Gateway Tourist Council; the Greers Ferry Lake Association (now includes Little Red River): Northeast Arkansas Tourist Association (now part of the Great River Road); Ozark Foothills Craft Guild (now Arkansas Craft Guild); Ozark Frontier Trail Festival at Heber Springs; Arkansas Folk Festival and Craft Show at Mountain View; and the Arkansaw Traveller Folk and Dinner Theatre at Hardy.

He was the recipient of many awards, including the Distinguished Service Award by the National and State County Agents Association in 1975. He was inducted into the Tourism Hall of Fame presented at the Governor's Conference on Tourism in 1991 and the Arkansas Hospitality Association Hall of Fame in April 1994.
Survivors include his wife; a son, Alan Leo Rainey of Cushman; a daughter, Nancy Rainey Bridgman of Warrior,
He was preceded in death by his parents; and three brothers, Wayne Rainey, Jerome Rainey and George Rainey.

I´m so sorry to know Leo is not between us. He was a important part in my life, he only help to everyone thath he know. I´m sure Leo is in the paradise that always talk to us. Leo Good bless you and thanks for all thath you give me. The world needs people like you. You are an example to all of us. Since I have worked with Leo for the eight years I have been the minister of the Harrison St. church of Christ, it seems so unnatural to come to the office and not see him or hear his voice. He was so mindful of man's need of the gospel, and was always looking for ways to bring Jesus to the attention of his fellow man. We will miss his enthusiasm and enery as a great servant of God.
I gave thaks to God for let me work with Leo. He impress me and encourage very well. He is a good ejemple to follow.
Leo will be remembered for many things, perhaps his greatest work was with the Hispanic's in Batesville and numerous other places. He just cannot be replaced. We will try to carry on the work . My prayers are with his wife Martha and family .
Mr. Rainey was a patient of mine. A very sweet man. His smile will be missed. A pleasure to have known him and take care of him.

A wonderful man who went about doing good. One I had deep admiration and respect for.
