William Rand Riddell, affectionately known as "Randy", passed away peacefully on July 12, 2025 at the age of 78. Born in Clarksville, Arkansas, Randy lived a life marked by integrity, service and devotion to family.
A proud graduate of Clarksville High School, Randy continued his education at the University of Arkansas in Fayetteville, where he earned both his undergraduate and law degrees. A passionate Razorback fan, his love for the Hogs was fierce and enduring.
Randy began his legal career in his hometown in the 1970s. He later brought his legal expertise to state government, rising to Chief Deputy Commissioner of the Arkansas Insurance Department, where he worked tirelessly to strengthen consumer protections and regulatory systems. His work in insurance law later took him to Oklahoma City and Fort Worth, where he was known for his steady leadership and professional integrity. He returned to Little Rock in 1988 and practiced law there for the rest of his life.
Beyond his career, Randy was an avid golfer and longtime member of Maumelle Country Club, where he spent many joyful hours on the course and built lasting friendships. Known for his quick wit, thoughtful advice and love of storytelling, he made an impression wherever he went. Above all, Randy cherished his role as a father, grandfather and devoted companion.
For more than thirty years, he shared his life with Janice Clayton, his loving partner and best friend. Together they built a life filled with laughter, shared adventures and quiet moments that spoke volumes of their deep connection. Janice was by Randy's side through the seasons of life and her steadfast love brought him great comfort and happiness.
Randy is survived by Janice Clayton, the love of his life; his daughters, Aimee Riddell Weaver (Jeff) of Little Rock, AR and Robyn Riddell (Grant Hurley) of Cudjoe Key, FL and his grandchildren, Lauren Weaver of Bentonville, Ella Weaver of Little Rock and Blayne Hurley
of Cudjoe Key. He also leaves behind his niece, Christi Riddell of Clarksville, AR and many extended family and friends. He was preceded in death by his parents, Beaufort and Maxine Riddell and his brother, Ronald ''Puck'' Riddell all of Clarksville.
A celebration of Randy's life will be held at Maumelle Country Club on Friday, July 18, 2025 from 5:00 to 7:00pm.
In lieu of flowers, the family requests that donations be made to the Pulaski County Bar Foundation at pulaskibarfoundation.com.
My prayers and deepest sympathies are with the family during this sad time with Randy’s passing. Like several others, I knew Randy as a fraternity brother during our University of Arkansas days in Fayetteville. Being around Randy was always a joy! He brought laughter and joy tho those who were blessed to know him. Well done thy good and faithful servant.
My memories of many cherished times together bring some comfort in the days ahead. All of our lives were enriched from knowing Randy.
I met Randy in Fayetteville when we were in school at the University. We became good friends. I hated to hear of his passing. My he rest in peace!

Randy hired me for my first job with the Insurance Department, which resulted in a 40+ year career in the insurance industry. Condolences to the family at this time of great loss.

Knew Randy since the University of Arkansas. Always a fine guy with a excellent sense of humor. My best to his family and friends. All of us will always cherish his memory.
Growing I remember the Riddles. My brother ,Phillip, was great friends with both boys.Another Clarksville soul has crossed over.

His daughter however was friends with my son Ryan.
I remember her and how much she loved him.
Randy was an awesome father and person that I have memories of as far back as I can remember. Can’t believe he is gone already. I hate he is no longer with us. He will be missed.
I am so sorry for your loss! I really loved Randy when I was young. He played with us kids. I have a picture of him and my dad laying on the floor playing with some toys given to the twins!
