Paul Randolph Hightower, known to friends and family as ''Rand'', passed away May 27th 2021 at the age of 65.
Rand attended Austin Peay State University where he served as a proud member of the Sigma Chi fraternity, eventually being elected by his brothers to serve their chapter as treasurer. Rand continued his education at William H. Bowen School of Law. Rand practiced law at the Arkansas Public Service Commission, where he was Chief Council. He served the State of Arkansas for more than 30 years proudly defending the interests of all Arkansans. He was a deeply intelligent attorney and fierce advocate, earning him the respect of colleagues and peers across the legal community.
In his free-time, Rand thrived in the outdoors and he could often be found hunting or fishing. His easy-going demeanor and quick-witted humor easily won friends wherever he went.
Rand is preceded in death by his father, Toby Hightower; his mother, Lois Cowan; and his son, Mark Hightower. Rand is survived by his son, Luke Hightower; his sister, Shirley Luten; his former wife, Donna Yearby, and a host of friends and family who will miss him dearly.
Funeral service will be held at 11:00 a.m., Wednesday, June 9, 2021 in the Chapel of Roller-Chenal Funeral Home, 13801 Chenal Parkway, Little Rock, AR 72211, (501) 224-8300, with burial to follow at Crestview Cemetery, Hot Springs. Visitation will be from 10:00 -11:00 a.m., Wednesday, June 9, 2021 at the funeral home.
In lieu of flowers memorials may be made to Arkansas Bar Foundation, 2224 Cottondale Lane, Little Rock, Arkansas 72202.

Rand was a wonderful friend who loved to laugh and rarely had a bad word to say about anyone. We spend so much time together over the past 10 years that he felt like family. I miss his hearty laugh and the warmth of his daily greeting. May you rest in peace, my dear friend.
Smart, funny, loyal, and kind. No one ever had a better friend and partner than Rand.
Randy and I are cousins and we are only about a year apart. I always looked forward to our escapades in Kentucky when I visited and Rand was always up for an adventure and we had quite a few on my visits to Elkton and when we went camping with our Aunt Louise and Uncle Howard. Randy loved to play jokes on our hapless aunts and uncles and so did I. He loved to fish about as much as anybody I ever knew and we shared many a trip to Lake Barkley and Kentucky Lake with our parents and uncles and cousins. Rand was always a good sport, as he was when his sister called him up at our grandmothers purporting to be a salesman for a company that made cars that traveled across the wires strung between power poles. And best of all, Randy never forgot his Aunt Dorothy (my mother). After she was well past 100 he continued to chat with her in Atlanta and even ordered a pizza for her once! God bless my cousin, nephew, dear Donna, and all of you who were blessed to know him...
Rand was the best fellow and boss to work for. His deep passion for his legal representation, family, friends and the ratepayers on Arkansas was truly inspiring and unwavering. We will miss his humor and good cheer every day. To our missing captain: well done, Rand.
It was a pleasure working with Rand over the years as we protected the interests of utility consumers and the broader public interest. He was honorable but easy-going. He was a great advocate that never lost sight of the importance of civility and fairness. He will be missed!
I worked for Rand for almost 30 years. He was the kindest and most thoughtful person you would ever want to meet. He shared many stories of his father, hunting, fishing, and the proud moments with his kids. He was fierce and proud to legally represent the people of Arkansas in the utility industry. I will always remember that chuckle and beautiful smile. Rest in Love Rand Hightower.
Rand will be missed by so many. I worked with him for over 20 years and enjoyed him and admired him the entire time. My heart goes out especially to his family in such a time of loss.
