Vicki Belle Kirby Lipsey, 68, passed away on May 20, 2025 in Little Rock. She was born on September 17, 1956 in Conway, Arkansas. Vicki graduated from North Little Rock High School in 1974. She was predeceased by her parents, Mary Sue Blaylock (Robert) and Jimmy Doyle Kirby (Lucy) and a sister, Julie Blaylock. She is survived by her son, Jason Lipsey; grandchildren, Ahmyia Lipsey, Bryson Lipsey, Addison Lipsey, Maddison Lipsey, Anna Beth Lipsey and Emery Jo Lipsey and two great grandchildren; siblings, Kenny Kirby (Annette), Karen Price (Keith), Connie Schroepfer (Terry), Becky Smith, Terry Smith (Mike) and Mark Blaylock (Terri); as well as numerous nieces, nephews and cousins.
Vicki worked at the US Army Corps of Engineers before becoming a massage therapist. She loved helping others and never met a stranger. Vicki would use her massage skills on the nurses that cared for her while she was receiving her chemotherapy treatments. She even worked on her auto mechanic! Vicki was a generous soul, who spent her life giving to all around her, especially her grandchildren who were the lights of her life. Her final selfless act was donating her body to science in order to help others through research.

Vicki was one of the most loving and generous people i have ever met and i am honored and grateful to have called her my friend. i miss her so much and our late night phone calls. Peace to her and all that knew her.

When Vicki and I were younger, we went out dancing and having fun. She was a lot of fun.
I thoroughly enjoyed working with with Vicki in the District Office. Her smile laugh and humor was genuine and heart felt. My prayer for her family and God's Peace through this time of loss.
