Ottis G. Raper Sr., 87, of Osceola, AR, passed away November 9, 2020. He was born July 18, 1933 in Belden, MS, to Dexter and Fannie Raper. He was a retired Manager of Ramon Rine Trucking in Osceola and served in the United States Army. He was a member of Osceola Church of Christ, enjoyed working, taking his children and grandchildren hunting and fishing, watching wrestling on WMCTV 5 every Saturday with Cyndy. He is survived by his wife: Margaret Raper; sons: Corky Raper and Gary (Shantele) Raper; daughter: Cyndy (Bob) Henderson; grandchildren: Josh (Amanda) Raper, Leah Patterson, Trae (Rhonda) Raper, Rine (Krissy) Hughes, Lance Raper, Lauren McCullar, Alexe (Michael) Webb, Keith (Chelsea) Henderson; great-grandchildren: Grayson Seibert, Conlee Raper, Tipper Gier, Piper Gier, Porter Gier, Draper Gier, Callie Jo Raper, Carter Raper, Presley Hughes, Luke Raper, Tripp Webb and Rylee and Lyla Henderson; brother: Elkin (Idell) Raper and numerous nieces and nephews and a host of friends. He is preceded in death by his parents; brothers: Lenoard Raper and Lawrence Raper; sisters: Blanche Green, Bessie Brown and Bernice Ritchey.

I am so sorry to learn of the passing of Otis, a wonderful man. I first got to know him over 30 years ago and knew he was the most balanced and honest city councilman.On the many occasions I visited Osceola after I left in 2001, he was one of the first person I would visit. Great loss to us all and the city. Margaret, I pray that his soul rests in eternal peace and that you get the courage to bear this great loss.

I will miss Ottis and and we pray that God will watch over Margaret in the days ahead. So many times we would visit by phone or at the ice house and I saw first hand his love for you and all his family. So much of his life was filled in helping others. Doing for others to Ottis was like taking medicine, it made him feel well and good. Love you all.

Ottis was a trusted mentor but more importantly a friend. I could always count on him to tell me the truth whether that is what I wanted to hear or not.
