Billy ''Bilbo'' Manley, 49, of Osceola, passed away Tuesday, September 22, 2020. He was born March 8, 1971 in Osceola, AR to Bobby Sr. and Martha Manley. He served in the United States Army for 27 years, was in Operation Desert Shield/Storm and Operation Iraqi Freedom. Worked for Army Corps of Engineers and Department of Defense, enjoyed football, hunting and his grandchildren. He was of the Christian Faith. He is survived by his wife of 31 years: Teresa Manley; daughters: Erica (John) Burrow of Wilson, AR and Amber (Justin) Faulkner of Osceola, AR; grandchildren: Ian Burrow, Justice Faulkner, Jax Faulkner and Avery Faulkner; brothers: Bobby Jr. (Sheila) Manley, Gary (Lynn) Manley and Gary (Billie Ann) Heugel; sister: Barbara Burton; niece: Brittany (Bubba) Stephens; nephew: Kenneth Burton; great niece: Adleigh Stephens and his Favorite Mother-in-Law: Sue Heugel. He is preceded in death by his grandparents: Warren and Nadine Walker and Henry and Dean Manley; father-in-law: Johnny Heugel and nephew: John Alexander Heugel.

I'm still trying to deal with the shock of his passing. Me and Billy go way back. I was his Platoon Sgt for awhile with the 655TC. I could always count on him in any situation. He always had my back. I remember teasing him every football season about Alabama kicking Arkansas butt. Rest in peace my friend and thanks for the memories.

I’m sorry to hear about Billy’s passing, he was a great neighbor for 14 years. He was always there if I needed him a true friend and great person. Our prayers go out to his family. Billy volunteered with Rivercrest and was one of the Razorbacks biggest fan. I don’t recall seeing him without a razorback cap unless he was in his Army uniform. Brother you will be missed!!

I was so sad to learn of Billy’s passing! I remember hiring Billy and was probably the hardest working person I know!
