Billy ''Bilbo'' Manley, 49, of Osceola, passed away Tuesday, September 22, 2020. He was born March 8, 1971 in Osceola, AR to Bobby Sr. and Martha Manley. He served in the United States Army for 27 years, was in Operation Desert Shield/Storm and Operation Iraqi Freedom. Worked for Army Corps of Engineers and Department of Defense, enjoyed football, hunting and his grandchildren. He was of the Christian Faith. He is survived by his wife of 31 years: Teresa Manley; daughters: Erica (John) Burrow of Wilson, AR and Amber (Justin) Faulkner of Osceola, AR; grandchildren: Ian Burrow, Justice Faulkner, Jax Faulkner and Avery Faulkner; brothers: Bobby Jr. (Sheila) Manley, Gary (Lynn) Manley and Gary (Billie Ann) Heugel; sister: Barbara Burton; niece: Brittany (Bubba) Stephens; nephew: Kenneth Burton; great niece: Adleigh Stephens and his Favorite Mother-in-Law: Sue Heugel. He is preceded in death by his grandparents: Warren and Nadine Walker and Henry and Dean Manley; father-in-law: Johnny Heugel and nephew: John Alexander Heugel.

I'm still trying to deal with the shock of his passing. Me and Billy go way back. I was his Platoon Sgt for awhile with the 655TC. I could always count on him in any situation. He always had my back. I remember teasing him every football season about Alabama kicking Arkansas butt. Rest in peace my friend and thanks for the memories.

I’m sorry to hear about Billy’s passing, he was a great neighbor for 14 years. He was always there if I needed him a true friend and great person. Our prayers go out to his family. Billy volunteered with Rivercrest and was one of the Razorbacks biggest fan. I don’t recall seeing him without a razorback cap unless he was in his Army uniform. Brother you will be missed!!

To the Manley family im sorry for your lose! Billy was a great friend at 467th En , great co-worker at AMSA and a great Supervisor at AMSA as well as The Corp of Engineers! Bilbo and I were childhood friends from Victoria, AR. He was always a sweet kid and he grew up to be a very kind, personable young man. God took him out of his misery but away from his loved ones that will miss him. Prayers for them all. RIP Bilbo

He was such a great man who loved his family and friends more than anything in this world. He always had time to talk and visit with everyone. Billy was one of those people who would always make you feel better just by being around him. He was always concerned about you and what you were going through. I enjoyed visiting with him so much and every conversation centered around football, family, friends, and faith. I consider myself a Blessed man to call him my friend. I was so sad to learn of Billy’s passing! I remember hiring Billy and was probably the hardest working person I know! I considered Billy a good friend and tried to keep up with him as much as I could! Like with everyone you think you’ll have them for a long time and can’t believe he’s gone!
