Victor William ''Vic'' Bockstadter, 69 of Paris, Arkansas passed away on Thursday, May 2, 2013 in Fort Smith, Arkansas. He was born on December 29, 1943 in Vancouver, Washington to his parents Hubert and Margaret (McKinnon) Bockstadter.

He was the retired Director of Business Development for CONAC which develops concrete production solutions and was a United States Army Veteran. Vic loved being a Chaplain and served as the Community Chaplain as well as the Police and Fire Chaplain in Paris since 2004 and was a member of the International Conference of Police Chaplains.

Vic is preceded in death by his parents Hubert and Margaret Bockstadter; his wife Phyllis Yvonne Bockstadter; two sisters and one brother.

Vic is survived by his son Jeff Bockstadter of Ridgefield, Washington.

There will be a memorial service held at 7:00 P.M. on May 28, 2013 at First Assembly of God Church in Paris. Cremation arrangements are under the direction of Roller Funeral Home in Paris.

Vic will join his wife in rest at Tulocay Cemetery in Napa, California.

Vic will always be remembered as a very caring, polite and professional man by his business associates. I have known Vic as a friend, employee and industry confidant for 12 years. Vic has always made time for people with questions and had a wealth of industry knowledge that he very willingly shared. Vic found me at an NPCA event in Idaho and said " Tauna, what are you doing standing in the rain. " and I said... my shuttle forgot to pick me up.... He said" Come with me and it will be okay. " and from then on, he got me in with CONAC. He was a friend and mentor. He did not take my guff but was there when I needed to talk. I just loved him even thought I did not have the years with him, I got the best ones. I will miss you Vic.

Vic was one of a kind. His spirit was so strong that it was contagious. I always looked forward to the opportunity to see Vic at NPCA gatherings. He was a servant to all. He modeled his faith in everything he did. He was quick to give care and counseling whenever a need arose. Vic was my friend, and I will miss him. The Lord called home a Saint.

Family and Friends,
I have known and worked with Vic within the National Precast Concrete Association for over 20 years and mourn his passing with great sadness. Vic was one of those few individuals that you could always count on. When he raised his hand and said he would help; he did, he was always there no matter what.

I am so sorry for your loss. I always enjoyed seeing Vic at NPCA functions. He was always so cheerful and always had a smile on his face. That smile will be missed.

My husband died a few years ago. Before he passed he wrote a poem called - "Smiling at The MAN" - I'll bet Vic is doing the same.
