Charles B. Roscopf, age 89, of Helena, Arkansas passed away Wednesday, August 23, 2017 in Southaven, Mississippi.

Mr. Roscopf was born and raised in Phillips County. He was an Eagle Scout and a counselor at Cedar Valley Scout Camp. After graduating from Marvell High School as valedictorian, he served as a Navy corpsman at Camp Pendleton, California.

He attended Hendrix College before enrolling in the University of Arkansas School of Law. While in law school, he was president of Kappa Sigma Fraternity and was elected to the Arkansas legislature, where he served for six years.

In 1954 he married the former Mary Anne Maddox and joined the law firm of Burke and Moore in Helena. He was a delegate to the 1969 Constitutional Convention where he helped design the county government provisions that were eventually enacted. He was one of the founders of DeSoto School, an active member of the First United Methodist Church, and a past president and Paul Harris Fellow in the Helena Rotary Club. In 1991 he served as the president of the Arkansas Bar Association and later as the president of the Arkansas Bar Foundation. He was actively practicing law until July of this year.

Charles is survived by his son, Charles D. Roscopf (Ann) of Helena; daughter, Ann Allen (Gil) of Salsbury, Maryland; seven grandchildren, Jessica W. Ayers (Josh), Charles D. Roscopf, Jr. (Lauren), Adam Carlson (Abbi), Stuart Carlson, Becca Luetjen (Doug), Gil Allen (Kathryn) and Kate Dyer (Nelson); and two great-grandchildren, Whitt Dyer and Gibby Carlson.

He was preceded in death by his parents, Emmett Lee and Sally Virginia King Roscopf; and his wife, Mary Anne Roscopf.

In lieu of flowers the family requests any donations in his memory be sent to the Charles B. Roscopf Scholarship, Arkansas Bar Foundation, 2224 Cottondale Lane, Little Rock, Arkansas 72202; First United Methodist Church in Helena, 502 Porter Street, Helena, Arkansas 72342; or DeSoto School Foundation, ACF, 1400 West Markham, Ste. 206, Little Rock, Arkansas 72201.

My deepest condolences to the Family of dear Kuzzin’ Charles.
I haven’t the words to express the sorrow I have at this time.
I am deeply saddened to discover this sweet man has passed.
Charles has a charming character that I will never forget.
He made quite the impression on me the first time we meet, one that was as charismatic with my two grandchildren the last time I visited, something I will cherish for the rest of my life.
The few times we spent together mean more to me than anyone could know.
Kuzzin’ you will most definitely be missed, never forgotten.
I will inform the rest of our Roscopf relatives in VA.

I was saddened to learn of Mr. Roscopf's passing. When I was a boy in Helena, he mentored me as I worked toward my Eagle Scout rank. I always had the utmost respect for him. He exemplified for me and numerous other boys what an Eagle Scout should be, and he lived the ideals of Scouting before us an example of a man whose character personified the ideals in the Scout Oath and Law. He left his mark on a generation of boys, and his influence will live on in future generations.

Roscopf family - I am so sorry to hear the news of Charlie's death. He was a close friend and trusted advisor of my late mother and father (Betty Martin Barker and Matthew Daniel). During an crucial time in my life when 12 or 13 (almost 40 years ago), Charlie invited me to go on a father son canoe trip down the Buffalo River with his Church group. It was one of the most memorable experiences of my childhood for many reasons. I will miss Charlie.

Your Dad was one of the finest lawyers and gentlemen I have known. He was a mentor to me throughout law school at the University of Arkansas and a source of encouragement to me throughout my career in the Navy. He was one of the truly outstanding Kappa Sigmas I have ever known, as well. Thank you for bringing him to Xi Chapter 125th celebration. My mother thought the world of him and I remember when they worked so hard on founding Desoto School. I am so glad you and your dad had the time to practice together. I am so sure that he is so proud that you have become one of the finest attorneys in Helena and Arkansas. Please accept my most sincere sympathy for your loss.

Chuck, sorry to hear about your dad. I am so sorry that I will miss the service. I am in Italy and cannot attend. Otherwise I would be there.
