L. D. Blair, age 83, of Little Rock, went to be with his Lord, Monday, October 17, 2005. He was born in Paris, Logan County, Arkansas, December 26, 1921, to the late Ray Blair and Maggie Burnham Blair. He was educated in the public schools of Paris, Arkansas; graduated high school in 1940; attended UCA (formerly State Teachers College) in Conway; he served in the U.S. Air Force during WWII as a flight instructor. Upon discharge he entered the University of Arkansas at Fayetteville where he completed law school in 1947, receiving a juris doctor degree.

Mr. Blair entered into the practice of law with his father at Paris and had many years of public service, including serving as City Attorney and as Representative for Logan County in the legislative sessions of 1951-1953. In addition, he served as Deputy Prosecuting Attorney in Logan and part of Franklin County in the 1950's; his public service also included chairmanship of the Arkansas Workers Compensation Commission and chief counsel for the Arkansas Public Service Commission. He was appointed Administrative Law Judge, Department of Health, Education and Welfare, of the federal government in 1963, hearing disability cases under Social Security as well as cases where federal funding was involved for many agencies. He retired as Senior Administrative Law Judge of the Bureau of Hearings and Appeals in Little Rock, Arkansas, December 1991.

He has been a member of The Bible Church of Little Rock since the early 1980's. He was retired as an elder and at the time of his demise was serving as a trustee. Mr. Blair also served on the boards of Bethany Christian Services, Little Rock Christian Academy (formerly Walnut Valley Christian Academy), and Ozark Conferences.

Mr. Blair was predeceased by his parents and one son, Stephen Cox Blair. He is survived by his wife of 46 years, Jean McGregor Blair, Little Rock, AR; a son, Douglas Blair, Maumelle, AR; a daughter, Ann Blair, Little Rock, AR; four granddaughters: Karen B. Steiner (husband Greg), The Woodlands, TX; Kristen Amanda Shepherd (husband Chris), Little Rock, AR; Angela C. Blair and Cassandra A. Blair, Greers Ferry, AR; one grandson, Christopher D. Blair; and two great grandchildren: Kirby Steiner and Maggie Steiner, The Woodlands, TX.

The Funeral will take place at 10:00 A.M., Wednesday, October 19th, at The Bible Church of Little Rock, 501-227-4980, with Reverend James Henrich, Dr. George Zemek, Reverend Todd Murray, and Reverend Lance Quinn officiating. Interment will be at Oakwood Cemetery in Paris, Arkansas at 2:30 p.m with Roller-Chenal Funeral Home, 501-224-8300, assisting.

Viewing will be from 3:00 until 9:00 p.m., Tuesday at the funeral home.

Jean - We share your loss. L. D. was truly one of God's great servants. We will miss him but he leaves a rich legacy of life long Christian service that is an example to be emulated. We will cherish his memory and rejoice that he is with the Lord.

I have only known L.D. for a short time but I feel as if I have known him longer. His ministry at BCLR will be greatly missed by those of us who are younger. I thank God that He sent L.D. Blair to BCLR long before me so that what he believed in and fought for has an affect on my life and the generations that will follow. L.D. and I both love Yarnell's ice cream and when we are together in glory, we will surely enjoy more than just ice cream in fellowship together. I will see you on the other side my brother. I love you!

If you look up the word "gentleman" you might find Judge Blair's picture. I worked for him at the Bureau of Hearings and Appeals many years ago, and I remember him as a fine person and devoted family man. He gave my daughters and me a kitten (I think it had "followed" Ann home) and we named him "Judge." We meant it as an honor! Even though you all must be heart-broken at your loss, I know you have many precious and wonderful memories of his life well-lived. May God bless your family.
